Worker Protection Audit/Monetary Case Management System

The Bureau of Public Work and the Division of Labor Standards within the New York State Department of Labor are responsible for enforcing New York's Labor Laws. When an employee files a complaint about wage underpayments, an investigator will typically conduct an investigation and audit of the employer - sometimes at the employer's place of business. Investigators would fill out paper forms and often perform complex payroll calculations using spreadsheets. Later, all of this information would be manually entered into a mainframe application for batch processing. This system with its heavy reliance on paper forms, was cumbersome and unreliable and investigators would sometimes find that their data was missing. The Department of Labor needed a new system that could improve on the existing capabilities of their current systems as well as a system that could eliminate batch processing and streamline their processes. They also needed a system that was accessible to their investigators in the field.

 

The Worker Protection Audit/Monetary Case Management System replaces the outdated mainframe application and paper processes, by providing the Department of Labor an intranet application that integrates the Case Management, Audit, and Monetary processes into one complete and manageable system with a centralized database. From receiving a complaint all the way to printing checks, the Worker Protection Audit/Monetary Case Management System covers all of the steps necessary for the Department of Labor to complete an investigation and to collect and disburse restitution for employees. This system helps investigators by providing them an integrated, web-based tool to conduct an audit that involves complex wage schedules and rules. Managers can access detailed reports that allow them to monitor all aspects of a case. Along with this, the various letters and forms that are required on a day to day basis are stored and managed within the system. These electronic documents are pre-populated with information pertaining to claimants and cases and are generated in MS Word or PDF formats, reducing the time to get correspondence out to claimants and employers. The system also provides a standalone application that can be used on a notebook computer, which allows investigators to conduct an audit even if there is no internet connection available. This standalone application interfaces with the web based application, allowing users to synchronize data, rather than having to enter data twice.

Garnet River developed the Worker Protection Audit/Monetary Case Management System from start to finish, including requirements gathering, business process analysis, system and database design, data migration, testing, documentation and training classes. Garnet River has taken an antiquated mainframe application and reengineered it into a secure intranet application.
